The Constitution of the Russian Federation and other legislative acts reflected the most important function of the state, which lies with the internal law enforcement agencies, namely, ensuring the security of society. I would like to draw attention to the fact that according to Article 72 of the Constitution of the Russian Federation, the protection of human rights and freedoms is jointly administered by the Russian Federation and its subjects .
